What does scouting mean?

First you have to build a stable and recruit a scout. Then you attack with a scout, just like with other troops. They will attack and come back with a report of the supplies in that village.

Personally speaking I scout a village before I farm it in order to know how many spear's to send.

For example this is a copied report I got back from one village I farm:

When I scout it only tells what resources are there, limited knowledge at best. How do you find out how many troops they have, wall streanth etc. I need the meat and potato stuff.

The following is from the Wiki:

* If at least 50% of the scouts survive, the attacked gets a report of their enemy's resources.
* If 70% of the scouts survive they will also get information about their structure statuses.
* If 90% of the scouts survive you get to find out how many units of the defending village are stationed in other villages or in transit.

Therefore to get more information, I would think you would need to send more scouts in order to have more survive.

And while they're not scouting or fending off other people's scouts, the horses are real softies and great with the kids (not like the horses the heavy cavalry use... brrr, just looking in their eyes you can see cold fire war and hatred, it seriously weirds me out...).

That is actually true. You should keep around 50-200 scouts around. Depending on your point level. Almost all players scout before they attack so keep scouts around. Even if they make your village smell like horse poop.
